Matthew C. Allen

Mr. Allen is the Assistant Director for Investigative Programs, Homeland Security Investigations (HSI), U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), Washington, D.C. Mr. Allen is responsible for programmatic oversight of HSI’s strategic planning, national policy implementation and the development and execution of operational initiatives. In collaboration with HSI’s Operations, Investigative Programs ensures the implementation of investigative activities and programs in conformance with national priorities, HSI’s strategic goals,and performance measures.

From August 2008 until June 2016, Mr. Allen served as the Special Agent in Charge of Homeland Security Investigations in Arizona. Mr. Allen had oversight of the full spectrum of ICE investigative activities in the State of Arizona and led more than 500 personnel assigned to offices in Phoenix, Tucson, Douglas, Nogales, Sells, Casa Grande, Yuma and Flagstaff.

Prior to his assignment in Arizona, Mr. Allen served at ICE Headquarters in Washington, D.C., in several capacities between 2004 and 2008. Mr. Allen’s final position at Headquarters was as the Deputy Assistant Director of the Financial, Narcotics and Public Safety Division. In this position he had oversight of the Financial, Drug, Human Rights Violations and Public Safety (gang) programs within Homeland Security Investigations.

Mr. Allen has represented DHS and ICE in the Washington inter-agency community and, in particular, the National Security Council’s Policy Coordinating Committee process. Mr. Allen has testified before both the House of Representatives and the Senate in the areas of worksite enforcement and methamphetamine smuggling.

Mr. Allen has an undergraduate degree in Criminal Justice from the John Jay College of Criminal Justice in New York, New York.
