Seth Stodder is a partner in the Los Angeles office of Holland & Knight LLP, advising clients on a wide variety of legal and policy issues relating to national and homeland security, the COVID-19 pandemic, international trade and proceedings before the Committee on Foreign Investment in the United States (CFIUS), immigration and visas, cybersecurity and data privacy, and government and internal investigations. He is a frequent writer, speaker, and media commentator, and he also teaches national security law at the University of Southern California Gould School of Law.
Previously, Mr. Stodder served in the Obama Administration as Assistant Secretary of Homeland Security for Borders, Immigration & Trade, as well as Assistant Secretary of Homeland Security for Threat Prevention and Security Policy. In these interrelated roles, he served on the DHS leadership team and led policy development and DHS diplomatic engagements on various issues, including border security and immigration, asylum and refugee policy, international trade and foreign investment, transportation security, law enforcement, counterterrorism, among many other topics. He also led the DHS Foreign Investment Risk Management (FIRM) team, represented DHS on the CFIUS committee, and managed the U.S. Visa Waiver Program. He also was co-chair of the DHS task force on the use of social media for vetting purposes, served on the DHS Climate Change Advisory Board, represented DHS on the National Security Council’s Atrocities Prevention Board, represented DHS in various senior-level Interagency and White House meetings, and frequently testified before Congress. Earlier in his career, Mr. Stodder also served in the George W. Bush Administration as Director of Policy and Planning for U.S. Customs and Border Protection (CBP), as well as counselor/senior policy advisor to U.S. Customs Commissioner Robert C. Bonner.
Mr. Stodder is a Member of the Council on Foreign Relations, a Sustaining Member of the Pacific Council on International Policy, and serves on the Alumni Leadership Council of the German Marshall Fund, the Advisory Board for the International Summit on Borders, and the Sonoma County Winegrowers Task Force on Ag Sustainability. He is also a Member of the Truman National Security Project. He was a German Marshall Fund Marshall Memorial Fellow in 2008, and is a member of the U.S. Supreme Court Bar, the California Bar, and the ABA. He received his B.A. in History from Haverford College, and his J.D. from the University of Southern California Law School.
